Historical Sketch:
Originally called the Comité International des Sports Silencieux (International Committee of Silent Sports) but later renamed Comité International des Sports des Sourds (International Committee of Sports for the Deaf) CISS was the first international athletic association for the deaf, founded in 1924 by Antoine Dresse of Belgium and Eugène Rubens-Alcais of France.
During the period covered by most of the documents in this collection, CISS was led by President John M. Lovett and Secretary-General Donalda K. Ammons. Mr. Lovett was a long-time leader in Australian deaf sports, having worked with CISS since 1967 and holding the presidency from 1995 until his sudden death in 2003.
Dr. Ammons, a foreign language professor at Gallaudet University, was hired as CISS’s secretary-general after Knud Søndergaard retired from the position in 1997. She went on to become acting president after the death of John M. Lovett, and served as both president and secretary-general until 2005, when the secretary-general position was eliminated and replaced by a full-time paid CEO.
Much of the materials in this collection are related to the 19th Deaflympic Games, held in Rome from July 22, 2001 to August 1, 2001. These games were originally to be called the 19th World Games for the Deaf, and this title appears on most documents in the collection. However, in May 2001, only a few months before the Games, the International Olympic Committee (IOC) consented to the use of the word “Deaflympics,” so the games were retitled at the last minute.
While there were complaints about disorganization and high costs for athletes, turnout was excellent: the 19th Deaflympic Games saw 2,208 athletes from 67 nations compete, with 143 events held over the Games’ nine-day span.
Scope and Content
The bulk of this collection covers the years between 1997 and 2001, although there is a small amount of older material, most of it related to earlier World Games for the Deaf.
Most of the collection is made up of the correspondence of Secretary-General Donalda Ammons, plus materials related to the 19th Deaflympic Games. Dr. Ammons’s correspondence covers official CISS business with the various member countries and national deaf sports federations. There is also some material from Dr. Ammons’s office covering world records and CISS’s acceptance or rejection of potential record-setting performances.
Coverage of the 19th Deaflympic Games includes extensive complete series of entry forms for the national teams, plus scoresheets and results for athletic events. There is also some material related to the planning and publicity work for the Games.
This collection also includes extensive coverage of CISS’s 37th Congress (Rome, 2001) as well as fragmentary material related to CISS’s administration.

Series 1: Congresses, 1999-2001
Box 1
The bulk of this series consists of minutes, member proposals, treasurer’s and president’s reports, and other materials from CISS’s 37th Congress, held on July 20-21, 2001, in Rome. Also included is a list of delegates and powers of attorney from the 36th Congress in 1999.

Series 2: Executive Committee, 1998-2001
This series includes an agenda for a 1998 meeting of the CISS executive committee and correspondence about the meeting, as well as forms nominating various members for a spot on the committee in 2001.
Series 3: Statutes and Regulations, 1991-1993
Two booklets of the rules governing CISS, one printed in 1991 and the other in 1993.
Series 4: Secretary-General’s Correspondence, 1997-2001
Boxes 1-5
Correspondence between Secretary-General Donalda Ammons and the various regional sports organizations that participate in CISS, covering the World Games for the Deaf, membership fees, information on CISS events, match authorizations, and similar topics.

Series 5: Annual Reports from Member Groups, 1999
Box 5
Reports sent from the groups that participate in CISS to the secretary-general’s office annually, giving details on each group’s contact information, officers, membership, and the types of sports they participate in.
Series 6: CISS Bulletin, 1988-2002
CISS’s quarterly publication for members. At the end of 2001, the Bulletin changed its name to the CISS eNews, becoming an online publication.
Series 7: News Clippings from World Games for the Deaf, 1965-1989
A collection of photocopied clippings of articles discussing the World Games. Most articles in this collection are from Washington newspapers covering the 10th International Games for the Deaf in 1965, although there are a few clippings on later Games.

Series 8: 15th World Games for the Deaf, 1985
Box 6
Copies of two German-language articles by deaf sports leaders Friedrich Waldow and Karl Kunze, discussing the 15th World Games in Los Angeles. English summaries of the articles are included.
Series 9: 16th World Games for the Deaf, 1989
Bound scrapbooks of clippings from New Zealand newspapers covering the World Games, held in Christchurch that year.
Series 10: 17th World Games for the Deaf, 1993
A photo scrapbook titled “Cycling to Remember” with pictures from cycling teams and events at the Games, plus a comparative listing of the sizes of the US and Australian delegations to the Games.
Series 11: 18th World Games for the Deaf, 1997
Two volumes of results from the 18th World Games, published by CISS. Also includes a collection of media accreditation forms for journalists covering the Games.
Series 12: 19th Deaflympic Games, 2001
Boxes 6-15
Extensive collection of material related to the 19th Deaflympic Games. The bulk of this series is made up of final entry forms for each country, listing the athletes who participated. Also includes some material related to the planning of the event, including organizers’ reports to CISS and a program from the draw for the games. See series 18 for doping control forms from this event.

Series 13: 10th World Winter Games for the Deaf, 1983
Box 15
This series consists of a bulletin for attendees at the games, with a message from the CISS president, maps of the region, and event schedules.
Series 14: 13th World Winter Games for the Deaf, 1995
This series includes some result tables for the 13th World Winter Games and several issues of “Winter Gold,” a newsletter published for athletes and other team members at the Games. Also included are a site inspection report from the United States team and a final report from the Games’ Finnish hosts.
Series 15: 14th Winter World Games for the Deaf, 1999
This series includes several officially published volumes of results for the Games, as well as final entry forms for the teams participating, which include team members’ names, birthdates, and other information.
Series 16: World Record Documentation, 1997-2001
This series consists of correspondence between Secretary-General Ammons and others about potential record-setting performances, as well as copies of certificates that were sent to commemorate the achievement of a record.
Series 17: Other Documents, 1995-2002
Box 16
This series consists of material not related to other series. It includes some material produced to support the 1st Deaf Bowling Championship in 2002 and the 6th Asia Pacific Games for the Deaf in 2000, as well as miscellaneous announcements and fliers from CISS.
Series 18: Doping control forms from 19th Deaflympic Games, 2001
Box 17
This series consists mostly of forms filled out during doping tests conducted during the 19th Deaflympics. Forms include athletes’ names, the events competed in, labels from the blood vials taken, and other relevant information. Also includes some CISS correspondence about doping. This series is closed to protect athletes’ confidentiality; access requires a court order or ICSD permission.

The bulk of this series consists of audiograms from the 19th Deaflympic Games, used to verify athletes’ hearing status.
