Historical Sketch
The National Health-Care Foundation for the Deaf, a non-profit organization, was established in Washington, D.C. on March 1972 in cooperation with the Saint Elizabeth’s Hospital. This was established to provide independent living skills and housing programs for deaf individuals with social and emotional problems. The National Health-Care Foundation for the Deaf bought a new house on Otis Street; hence Otis Housing, to assist members with mental health and behavior problems developing their independent living skills. This house is located at 1203 Otis Street in the Northeast part of Washington, D.C. This housing program includes training in independent living skills, social relationship skills, and leisure/recreational skills. In addition, a few group homes such as Community Housing for the Hearing Impaired were added to the program.

Scope and Content
The collection consists of reports, minutes, memorandums, financial records, the board of directors, booklet, correspondence, and by-laws dating from 1973 to 1983, the bulk dating from 1980 to 1983. Perhaps the most significant portion of this collection is the Community Housing program for the Deaf in Washington, DC.
