HEERF Report #4: October 2020

• An acknowledgment that the institution signed and returned to the U.S. Department of Education the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

  Gallaudet University signed and returned to the U.S. Department of Education the Certification and Agreement on April 21, 2020. The University intends to use no less than 50 percent of the $1,642,996 provided to Gallaudet under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

• The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students.

  Gallaudet has been awarded $821,498 for Emergency Financial Aid Grants to Students. As of September 30, 2020, the University has drawn down $587,692.53.

• The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day report and every 45 days thereafter).

  As of September 30, 2020, the University has distributed $734,955.24 to students under Section 18004(a)(1) of the CARES Act. As indicated in #6 below, Gallaudet had decided to disburse funds to students in a two-pronged approach. The funds disbursed to date have largely been the first group of disbursements. Due to the expected number of appeals being less than expected, Gallaudet announced in mid-September 2020 that students who qualified for emergency financial aid grants in the Spring semester who were also enrolled in the Fall semester were eligible to receive another $250 to assist with Fall semester technology costs.

• The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.

  As of June 30, 2020 (the last day to complete FAFSAs for the 2019-2020 academic year), Gallaudet has received a completed Free Application for Federal Student Aid (FAFSA) from 1,135 students who were enrolled during Spring 2020. While not all of these students received federal aid or met other Title IV eligibility requirements, this is the most conservative number to report as an estimate at this time.

  There were an additional 134 students who were U.S. citizens or permanent residents who had not completed the FAFSA, but who might have been eligible for Title IV funding if the FAFSA was completed.

• The total number of students who have received an emergency financial aid grant to students under Section 18004(a)(1) of the CARES Act.

  As of September 30, 2020, 938 students have received an emergency financial aid grant from the University under Section 18004(a)(1) of the CARES Act.

• The method(s) used by the institution to determine which students receive emergency financial aid grants and how much they would receive under Section 18004(a)(1) of the CARES Act.

  The University has created a committee charged with creating a list of criteria for students to meet to receive grants. The University will be using a two-pronged approach to award emergency financial aid grants to students. A proportion of the funds awarded will be disbursed to students who meet the following specific criteria without an application:

  • United States citizen or permanent resident
  • Completed a FAFSA for the 2019-2020 academic year
  • lived on campus in student residence halls
  • Was not enrolled in a fully online program
  • The remaining amount will be available for students who feel they have additional needs to apply for funds.
• Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants.

  As of May 18, 2020, no students have yet received an Emergency Financial Aid Grant from the University under Section 18004(a)(1) of the CARES Act. The University expects that the first round of these grants will be disbursed to qualified students no later than June 15, 2020.

  The University has created a committee charged with creating a list of criteria for students to meet to receive grants. The University will be using a two-pronged approach to award Emergency Financial Aid Grants to students. A proportion of the funds awarded will be disbursed to students who meet specific criteria to be established by the committee without an application. The remaining amount will be available for students who feel they have additional needs to apply for funds.

  As of May 18, 2020, no additional instructions, directions, or guidance has been provided by Gallaudet to students concerning the Emergency Financial Aid Grants. The University expects to start communicating with students about these funds within the next few weeks, and will report on this information in the next report.
