Dr. Dwyer has 48 years of experience in the development and provision of services to individuals with disabilities and demonstrated ability in program administration, responsible resource management and in building and maintaining successful stakeholder partnerships. Previously she served for more than a decade as the Administrator of the Wisconsin Division of Vocational Rehabilitation (VR) managing a staff of 300 and annual budget in excess of $80 million. She also had a national scope of responsibility for building collaborative relationships between State Vocational Rehabilitation agencies and Employment Networks within the Social Security Administration’s Ticket to Work Program. Early in her career, Dr. Dwyer provided career counseling to college students who were Deaf and Hard of Hearing. Currently she provides consultant services to non-profits providing employment support for persons with disabilities.
